While is a traditional right to GC, i believe should be avaliable to all members ingal to send messages to all members ingal. One of the reasons i noticed is that we have always noobs ingal who dont use IRC and wont do tho they are active and users who can't do cos of work blocks/etc. So in gal-incomming sittuations sometimes the GC isnt avaliable and we need to msg all members asking for anti-type ships and giving info about their own or anyone else incs so they should send defense properly. I dont see why dont enable this option, since spamming would make ppl complain to the planet to not receive annoying unuseful mail and tradition would be of any use here, let the GC chage gal name/banner and deal gal politics.
For those who might suggest "post in galaxy forums": I experienced the fact that sometimes people dont read them regularlly, frequently forgetting on gals where they arent properly used and where ingal communition and internal policts isnt good. I dont believe not-enabling this option "just to teach them to read gal forums" wouldn't be a great idea specially for those paying wanting fun playing.
