Governments
I can't help myself but wonder why a planet must select a government within the first 24 ticks now, instead of the first 336 ticks. In fact, I fail to see why there should be a limit on this at all. Can anyone explain this to me, and if not, can we do away with it?

Suggesting removing such timelimits and adding a feature to change governments midround with a penalty to all output and a cooldown for a defined period of time in order to increase the micromanagement and planning depth of your own planet. (Can only change once every 144 hours, which is followed by a reduction in research/construction/mining/production output of an arbitrarily large number for the said period of 144 hours). Initiating a government (the default state would be that you don't have one) would incur the same penalties.
