Personally I'd say "No no no no no no". And to stop this from being a flame I'll give you two examples.

1) Last weekend Bashar visited. We were both using our planets, not interacting, but wanting to do stuff when we were around a computer and sometimes constructions or researches finished in the same tick. There were many times when we'd have been pretty pissed off at an hours wait.

2) This weekend I'm visiting Bashar. See point 1.

3) We'd just end up going through an anoymous proxy and if we did that we'd realise "hey, this is easy, lets interact" rather than putting up with the current exception limits.
