I like this concept in principle. The toughest thing with it however would be to how to keep the top ally or two from monopolizing these strategic resources. For example if you look at exi's advantage right now if such strategic resources existed they would have dominated them all by now and would be pretty much impossible for other allies to take. This would further increase their already tremendous lead. So unless you can come up with a way to keep the top ally or two from monopolizing strategic resources this is probably a bad idea. One thought would be a quote from Star Wars "The tighter you strengthen your grasp the more star systems that will slip through your fingers." So come up with a way to make holding one or two strategic points as a reasonable proposition, but spreading out would make it tough to hold any of them.
