It's Planetarion military strategy 101.
6:10 represents a bucketload of value, much of which is in non-1up planets. This means that in addition to standard cross-defense, they can draw on a large pool of low ETA defense from other sources. As if that weren't enough, since they have huge ****off fleets, they need less defense from 1up, and thus while 6:10 looks like a ripe prize in some eyes, it's actually the worst way to try to harm 1up.
