Bush still has three years to decide the answer is ICBMs at strategic locations in the Middle East. Let's hope the money does not run out to continue fighting terrorists. I think Bush is not willing to lose. If that means he has to use ICMBs, he probably will and damn the consequences. It's not like he is expecting to be re-elected.
