Which by definition is to not to be hostile before tick 1000, if you land in tick 1k your hosility started like tick 992. Or isnt launching an attack fleet a hostile action?
To switch it around you dont get annoyed if anyone attacks you before they've actually landed since flying towards the destination isnt aggressive behaviour?
