Cluster XP farming
With the current situation, it is possible for a cluster to decide to defend itself from outside attacks while using controlled in cluster attacks to swap roids and gain XP.
Is it authorized ? If not, is Pa Team able to prevent it ?

it's pretty easy to do, you attack someone in cluster and you let him get his roids back, in the process you both gain XP.
It would just look like the usual attack/counter and from outside it would look like a banal cluster war.

No, it wouldn't. These things either stay small and hence concentrated and easy to spot or become large and information leaks out.
