Ok Crazy, you may have been talking about me when you said people colonzing new planets didn't take P from the total population. Well heres how i'm doing it, until the ship has deployed into a colony I'm putting the P in goverment work, cause it is a goverment ship, but after its landed, then it comes out of the Total. Will that be alright?

Iosi events
On the day that Ios' half yearly budget is made public, the king holds a long speech. In it, he adresses a multitude of things, which will be mentioned below.

First of all, he notifies the people listening of a tax raise. The reasons he gives are that in this time of reasonable isolation due to pirates haunting the trade lanes, the treasure chest of Ios needs more income besides the revenue generated from trade and taxes. He ensures the people that when better times arrive, the taxes will be lowered again and he also points out that the king and his government have taken other steps to generate more monetary income, such as the four Marine Units that have teamed up with military forces from other planets, to strike jointly against a pirate location. The king states that with this he hopes to earn some bounties, as well does the king hope that the pirates had 'some sort of treasure', which will be divided between the planets of the joint strike group.

Next, the king points in the distance (this particular speech is held in the open air, just because), 'aiming' at the new, Advanced Sensor Array currently in construction. He tells the people that with that, they should be able to cover most, if not the entire High Reach system, adding to the security of both the planet itself and any space faring vessels, as Iosi Control will certainly not doubt to relay any information on pirates and their whereabouts on all public channels.

While on the subject of pirates, and more so the actions taken against pirates, Fluffie conjures up some images of the new Fighter and Gunboat types, recently designed and taken into production. Telling about them himself as well as letting some experts on the subject give some more details, the usage of new Missile Technology is pointed out, as well as the construction of the first ever Iosi Fighter Squadons, using not the 20mm Miniguns that most factions and planet seem to use, but 40mm Miniguns, for more damage and hopefully a faster victory against anyone who threatens Ios or its allies.

Announcing that hopefully within the year a Frigate, which will serve as a Flagship using a shipbased Advanced Sensor Array, along with more Fighter Squadrons to fill the new Gunboats' Hangars fully will be built, Fluffie concludes this part of his speech.

Nearing the end of his speech, he mainly adressed the teachers and the educational advisors. Announcing the construction of another School and Library, he says to be sorry not to be able to construct another College, but that he will hope to do so in the near future, along with the construction of more Schools and Libraries, as he grinning assumes that the Advisors will request more of those soon.

For the moment, however, he hopes that the teachers will be able to make use of the recently finished Parks, teaching biology or PE or maybe other subjects fitting for such an enviroment. Smiling, he continues that these Parks are of course open to the entire population, to see something different than the deserty Ios for a moment, should they wish.

At the end of his speech, he addresses Stygis and more mainly, its king again. Worried, since there has been little word from the planet for over six months now, he expresses his feelings, hoping that perhaps the Stygis' leader's feelings towards ruling has changed and that he is making silent changes in his rule, though no sign of this has been seen nor reported by anyone.

With a bit of a grim aftertaste after that last part of Fluffie's speech, he decides this is not a fitting end. Thus, he invites everyone for a first stroll through the Parks, along side their king should they wish, to talk, to chat...

Silently, some Marines (perhaps not in uniform), mix in with the crowd, just in case. But the king makes sure to keep cheerful and happy as he looks at the pretty flowers and such in the simulated Earthly enviroment.

Cetan Pirates - Operation Stone's Throw

Round 2 - closing the distance
With the Elyssian Gunboat having taking on the prisoners, and the fleet having re-formed, Carter once again ordered the collection of allied ships to procede toward the innermost planet. On the grounds of orders recieved from High Command back on Ceti Prime, he chose to resist his inclination to send the more heavily-armed corvettes off to destroy the remaining pirate capital ships. Within a few moments, said pirate vessels were out of the warships' combined sensor sphere and the fleet was running blind once again. However, they were now closing the distance to the innermost planet fast. Another ten minutes of interrupted cruising, and the fleet was just entering high orbit above the planet, most of its surface now within sensor range. Naval Intelligence did some quick calculations. The planet's surface was very, very hot - too hot, most likely, for the pirates to be able to erect a base there. The surface was also all most completely flat, showing that the planet was geologically inactive. Their eyes immediately turned to the gigantic canyon, appearing as a deep, wide black line, the planet's only visible physical sight, standing out on its otherwise featureless and barren surface. Without any visible signs of surface geological activity, it would be optimal temperature about two or three kilometres down into the ground. Immediately, Carter ordered the Gunboat and the Frigate down into the canyon, escorted by the Acheron and Fag Corvettes. Easily piercing the atmosphere, The Cetan Rhino Class Frigate and the Elyssian Gunboat dive down into the canyon, engines roaring, and start scanning for the base. They spot it within two minutes, overhanging a narrow ledge two and a half kilometres down into the canyon. The base is surprisingly large - it towers up at least eight stories high, and its ground floor is about a hundred metres by a hundred metres, its northern face being a full sixty metres out beyond the lip of the ledge. A quick round of presicion fire from the Acheron Corvettes, and the half of the roof of the base has been ripped off by railgun slugs. The two Fag Class Corvettes take up position above the now-exposed tenth floor and pepper the stunned pirates inside with 20mm minigun rounds. The Elyssian Gunboat is next up, hovering over the rent in the roof, its length around twenty metres short of the base's, with small arms fire bouncing off its hull armour. The side-loading cargo doors at the bottom of the vessel slide open, and out drop ziplines, closely followed by Iosi Royal Marines dropping down them. Coming from both sides of the Gunboat, the first two units of Royal Marines are out in no time, and after a quick firefight have cleared the room (a huge cargo store/cargo docking facility taking up the whole floor). The Elyssian Gunboat is pulled away and the Rhino Frigate moves into position. At this point, however, Carter recieves word from the orbiting ships that the pirates are making another run. With the Iosi Marines already unloading down the ziplines hanging out of the Frigate's rear-loading ramp, he is unable to move the Frigate, and in desparation sends the Gunboat and the four corvettes up to intercept the incoming enemy capital ships. Togrther with the corvettes chasing down the enemy ships from orbit, this two-way attack manages to destroy all but one modified freighter and one corvette. Presicion railgun fire from the Rhino's topside mounted railguns manages to destroy the corvette, while another railgun round from an Achos Corvette rips into the freighter's engines. The engine explodes into flame, leaving a trail of smoke and fire arching through the air behind it, and the crew lose control. The freighter continues spiralling downward into the canyon, and the crews of the corvettes looking down on it can only watch in horror as the freighter slams into the Rhino Frigate, the railgunners between-shots and unable to fire to knock it away. The impact smashes the Frigate down onto the floor of the base - which surprisingly manages to stay firm - crushing several unfortunate Iosi Marines to death under is bulk. The entire ship jars ferociously and the bow starboard manouevreing thruster goes dead, causing the frigate's nose to swing around. The stern follows through, and before the rear door can be closed, around a dozen Iosi Marines are thrown out of the door by the force of the frigate's motion, falling away into the dark depths of the canyon below. Later, on scanner data, a bored intelligence officer would calculate that these men would have been falling fully-conscious for a full thity seconds before they hit the canyon's floor. With a large hole in its starboard side, and heavy fires on board threatening the bridge, Carter reluctantly ordered the Frigate back up into space so that they could vent the affected sections properly, and had the cargo doors closed with over a hundred Marines still inside, leaving the already-landed force under strength.

General Lard van der Braade now found himself stranded in the pirate base with two full companies of Royal Marines, and one under-strength company, along with his command staff. Realising that the pirates are probably massing for a counter-attack even as he considers his options, he elects to continue on with the attack - though with less than three companies, it could be tricky. The only two routes down into the rest of the base are an elevator shaft and a stairwell, and both are likely to be heavily guarded now. Thinking on his feet, the veteran General spots several cargo crates of high explosive, piles them in the centre of the room and has a pair of demolitions experts blow them up. The huge resulting explosion tears another hole in the roof, but also rips a wide opening in the floor. Before the smoke has cleared, the leading dozen Royal Marines are through the hole and onto the ninth floor, dropping down onto the dazed pirates below, assault rifles blazing. Firing off grenades from their underslung launchers, the first marines, now out of ammo, fix bayonets and lay into the pirates the old-fashioned way. Grenades bounce off the walls of the new room - which looks like some kind of barracks - before exploding, sending shrapnel and luckless pilots flying through the air. More squads of troops leap down through the breach in the floor. Two close assault specialists with flamethrowers in the third squad down get up to their feet - their bulky fuel tanks making this difficult - before opening up. Two gigantic gouts of flame engulf the pirates, and once the roar of the flamethrowers has ceased, the only sound in the room is that of the men caught by the flamethrowers, screaming as they desparately try to extinguish the flames. The remaining pirates in the barracks room quickly throw down their arms, and after most of the burned pirates are dispatched by mercy killing, the prisoners are left guarded by the General and his command staff. Presently, the remaining squads are ordered to press on. The armoured door to the barracks is breached and the marines spill out into the corridor beyond. The two flamethrower-wielding soldiers send fire out down both sides of this corridor, incinerating around a dozen pirates who were approaching the doorway. Moving in fireteams and making use of in-set doorways as cover, the marines divide into one full company heading down each direction of the corridor, leaving the under-strength company with the General to act as a reserve force. The Royal Marines manage to keep moving fast while only taking light casualites, and within minutes have worked their way right the way round the corridor - which appears to run around the building just inside of the exterior wall, and met up with eachother at the doors to the stairwell and elevator shafts. It is at about this time that the General realises that the troops don't actually know of a target - such as the bridge on a starship - to work their way towards. A quick review of the base's design via a hacked computer terminal reveals the location of the base's power generator. This immediately becomes the target, the General acting on the assumption that as the base's life support systems will go offline if the generator is taken out, the pirates will surrender, knowing that they face a slow and painful death by asphyxiation if they do not. Since the generator is located underneath the ground floor in a basement of sorts, the marines decide to take a shortcut. The demolitions experts load all of their remaining charges onto the inside of one of the elevator cars while more marines hold the pirates trying to get up through the stairwells. Timers on the charges are set, and the elevator car is lowered down to the ground floor. The doors slide open, and a couple of unlucky pirates have just enough time to figure out what it is inside the car before the charges explode. The resulting detonation can be felt throughout the entire base. A blast of shrapnel and hot air rushes up the elevator shaft, but the unphased Iosi Royal Marines are already dropping down the shaft via the steel elevator cables. The first marine down is one of the flamethrower-bearing troopers, and he sends several bursts of flame through the massive hole in the wall of the elevator shaft into the room beyond - which looks like a bar of some kind. The few survivors of the explosion are first caught by the fire and a few moments later finished off by a hail of bullets from the other marines. The pirates on the floors above have by now figured out what's going on, and pour through the stairwell doors into the bar/lobby area. Seeking cover, the lead squad of Marines manages to kill enough pirates from this initial rush that the remainder retreat back inside the armoured stairwell doors. With another squad now in cover and watching the doorways, two more squads are cleared for a mad dash across the floor of the bar toward a door on the opposite side of the room with the word "Generator" on it. The door is breached by grenades from the marines' assault rifles, but the first two soldiers through are killed almost instantly by gunfire. Almost instantly, two more marines have thrown flashbang grenades through the doorway, and the loud, clear bang, loud as a thunderclap, is heard a moment later. The first squad rushes in through the door, guns blazing, and cuts down the last line of defense between it and the generator. A round of grenades from the underslung launchers later, and the generator is history. The base is instantly plunged into darkness, just as the pirates in the stairwells make another attempt on the lobby. Blind, and facing the highly-trained Royal Marines, who are equipped with thermal imaging goggles, the pirates are massacred and the survivors surrender, followed closely by their comrades hiding out on the other decks. The prisoners are hearded onto the top floor to await pick up, guarded by the third, under-strength company, while the other two companies along with the technical ops and intelligence officers from the General's command staff pour over the base looking for anything of interest.

I am requesting further instructions. I reccomend that the prisoners be separated and cross-questioned ((there may be stuff about them you don't know...)) and also that technical ops be given permission to remove hard drives from the base's computer systems. I believe that the base is probably useable with a little repair work, but I'm not an engineer and I have no idea how much this would cost.

Third Bienniel Meeting of the League of Planets (look, just imagine there was one last turn, okay...?)

General
President Velasquez reminds the assembled Representatives that it is time to look at the re-allocation of Seats. This matter will be handled later in the meeting.

The League Administrative Commission welcomes the Republic of Shokoya to the League of Planets General Council as an independent and self-sufficient world. The Commission reports that Ostsonne is due to recieve independence from League control within six months. The Commission states that redevelopement of Ostsonne is on-schedule and that the handover deadline ought to be met on time.

The League Commission on Space Piracy commends the Frontier Alliance and of Tau Ceti Prime, Tau Ceti Septus and the Kingdom of Elyssium for their work against pirates in the Northern Fringe and Southern Hub respectively. The Commission also commends the Republic of Barak and the Republic of New Moscow for their continuing record of action against the pirates. The Commission goes on to state that, despite these efforts, piracy on the Northern Fringe is still out of control, and urges all planets in the area to use probes to seek out the pirates' bases.

The League War Crimes Commission reports that Gregor Sokinov has been found guilty of ordering the massacre of six thousand European Federation prisoners of war in New Vladivostok System during the End War. His request for military-style execution by firing squad has been granted. He is due to be executed on Shokoya 2 in a month.

The League Disasters Commission reports that investigation into the destruction of North West Outpost and Western Frontier is continuing and that no conclusions have been drawn yet. It once again denies that nuclear weapons were used to bring about the firestorms that engulfed the two planets.

No planets' representatives have brought their own issues to the table yet.

The Idiot's Guide to League General Council Seat Re-allocations
Every two years, the League General Council re-allocates Seats. All member planets hold one Seat on the Council. As you know, it is also possible for planets to hold more than one Seat. These "extra Seats" are earned in re-allocations by the "nominate and vote" process.

During re-allocation, all member planets are stripped of all but one of their Seats, the one that they are automatically entitled to. Then occurs the nomination process. The nomination process consists of planets being nominated to recieve these "extra" Seats, as well as to recieve new Seats that will sometimes be added to the Council's numbers by the President (as now). You all get to nominate two planets to recieve a Seat. You may not nominate your own planet, though you are fully able to express the desire to recieve nominations. Once the nomination stage is over, the nominations for each planet are counted. A planet requires at least three nominations before it will be entered into vote as a candidate to recieve a Seat. If one planet recieves six nominations, it will be entered into vote for two Seats.

You will then vote on who, out of groups of four planets, recieves the extra Seat contested by the planets in that group. You will be required to do this several times untill all of the extra Seats have been distributed.

- To prevent league bans on our rights such as open colonisation, all members are expected to vote the same on any resolution. The nature of the vote will be discussed before hand.

- It should be noted that it is expected of members to still follow league decisions however, if a member disagrees with a decision made by the league or thinks it is begin treated unfairly they may come to the committee and we will try to sort something out with the league. If that fails and we think the league is incorrect in it's actions we will act independantly of the league and see what can be done.

"Ladies and Gentlemen, it is the feeling of the government of Earth that in the present, unstable times we presently occupy many things change very quickly. Pirates raid colonies and prey upon innocent merchantmen, economies expand and shrink while populations rise and fall. Because of this it can often be difficult, slow and expensive to gauge the true status and strength of another planets economy as, while many planets do freely share this information it must usually be obtained from that government as there is no central forum for such an amalgamation of information. What Earth proposes is that the League establish a statistics commission to compile such data from whatever planets are willing to contribute in order to make the freeflow of information a more efficient process and to promote a better understanding of the universe and the political entities that inhabit it.

we have a list of planets that exist, but we actually know nothing about them except for the number of seats they held last time around. This list would be one that contained basic information on the planets (economy, colonies,government type, population etc) so that you have an idea of who your neighbours are and what they're capable of.

Eastern Cloud Nebula breach heralds new frontier of colonial expansion (the East Galactic Tribune)

New Tokyo, Eastern Cloud System: New Tokyo, a planet administered and effectively owned by the Masaki Corporation, has untill recently been considered a backwater planet by many. Neither a booming trade planet of the Inner Sphere or Eastern Border, nor a frontier world poised on the brink of unexplored space on the Northern Fringe, New Tokyo was a fringe planet hemmed in and prevented from expansion by the Eastern Cloud Nebula - the gigantic mass of gas stretching 40 light years long and on average five light years wide as an impregnable wall across the Eastern Fringe. The Nebula, classified a Grade 3 Navigational Hazard by the League Navigation Committee, was impassable due to its peculiar property of interfering both with conventional scanner wavelength radiation and with the new advance scanner wavelength radiation. The fierce competition over territorial claims to the narrow band of star systems running from the southern tip of the Nebula to the edge of the local cluster was one of the main reasons for the breakdown in diplomatic relations between the Old Nations shortly before the start of the End War, with each believing that a strong presence in what is now known as the Southeastern Fringe would allow them to circumvent the southern tip of the Eastern Cloud Nebula and journey into the uncharted space beyond. Unfortunatly, after the war, this Southeastern Fringe was left completely defenseless, and the narrow lines of colonies and bases extended eastwards by the Old Nations were severed and enveloped by the pirates that have since taken route there. Now, however, New Tokyo's status as a dead-end planet with no hope of expansion is expected to change.

A few months ago, the Masaki Corporation's flagship scientific research vessel, the Akatsuki, was sent off on another mission with little more than low-key media coverage from a few of the planet's local news networks. The planet's people seemed utterly uninterested in what they fully anticpated would be another unproductive survey trip to the Eastern Cloud Nebula; for the planet and its neighbours, the Republic of Altan and the communist People's Republic of Sanchean, had conducted many prior research missions to the Eastern Cloud before with no success. It came as a great surprise to all when, four weeks later, the government-subsidiary Masaka News Agency reported that the Akatsuki had not only successfully breached the Eastern Cloud Nebula, but that scientists aboard it had made a research breakthrough that would lead to new "high-power" sensor arrays capable of providing decent coverage within the Nebula Volume - enough to make navigating the obstace far less dangerous than before. "We were naturally thrilled by this discovery," remarked Masaki Corporation Research Executive Akira Tsunimoto in an exclusive interview with the East Galactic Tribune, "we and the other government of the Eastern Fringe have been attempting to penetrate the Eastern Cloud Nebula for some time. Now that we have, the path is clear for a fresh wave of colonial expansion" - the experts agree. Many planetary economists speculate that Inner Sphere worlds thus far deprived of terrirtory for colonial expansion may sieze on this oppurtunity and attempt to stake a claim to the fresh new swathe of uninhabited systems hiding behind the veil of the Eastern Cloud Nebula. However, without the new scanner technology that the Masaki Corporation claims to have gained from the research mission, any colonisation missions sent through the Nebula will be highly dangerous. The experts' consensus is that the Masaki Corporation will likely at least consider the auction of the technology to one or more offworld bidders, and it is expected that, with only a handful of other planets in the Known Galaxy able to boast scientific research vessels, such an auction would fetch a great deal of revenue for the Corporation. Masaki representatives have yet to comment on the possibility of the sensor technology being auctioned.

-A joint anti-piracy operation led by Tau Ceti Prime is said to have achieved great success against a pirate cartel based in Uninhabited System N-123C.

-Ex-Russian Federation General Gregor Sokinov has been found guilty by unanimous verdict of the infamous Vladivostok Massacre carried out against European Federation PoWs during the End War. He has been sentenced to death by firing squad.

-New Berlin has been saved from resource starvation by the efforts of the Frontier Alliance in keeping its Trade Lanes open. Despite the destruction of several pirate vessels, the planet's government reports that its food stores are still critically low.

-Negotiations on Teian Point regarding the possible establishment of a "Fringe Worlds Committee" are expected to come to a conclusion shortly.

-War between the Kingdom of Neuilly and the Federal Republic of New Boston continues as foreign military observers report New Bostonian troops landing on planet Neuilly.

A sweep of the base has yielded $200,000 and 400 RM in confiscated goods. A freighter undergoing workshopping was found on the sixth floor (Operational Freighter hull, no equipment). Technical Ops are to be given permission to retrieve hard drives and retrieve information.
The General's suggestion about the seperation and cross-questioning of the captives is also allowed, but the Marines are reminded that while the pirates may be scum, the Kingdom of Ios is not. As such, they shall be treated as humans, though a bit rough.
A good and thorough search of the base is to be conducted, seeking out more information and/or loot. Everything is allowed to be broken open and damaged if it results in information or more loot, the Kingdom of Ios has no interest in an outpost here and the other factions have not reported any either.
The Freighter is to be prepared for take off and also to be prepared to be stowed with all the captured goods.
The wounded are to be tended to as good as can be done down there, if there are better medical facilities aboard one of the fleet's ships, that ship is requested down in order to tend to the wounded. The dead are to be gathered and prepared for transport back to Ios, they shall have their burial there and not on this forsaken rock.
After questioning, the prisoners are to be prepared for transport. The General contacts the fleet, asking how it plans on transporting the Marines to Ios and the prisoners to a prison (with the current amount of ships), somewhere, assuming the other planets involved want to have them trialed for their crimes.
The King congratulates all the Marines (including the General) on their success, but also expresses his sorrow for the fallen ones.

The General requests from the other factions involved (after the 'thorough' search of the base) if they want to keep it, for use in the very near future. If not, he will rig it with explosives.

On Ios
King Fluffie personally, along with some other Marines, visits the families of the fallen Marines, expressing his sorrow. He, however, makes clear that they did not die in vain, but for the greater good.

In a speech somewhere after the conclusion of the operation, the King mentions that he might ask the governments whom he helped with his Marines for assistance in return in the future, when he will undertake anti-piracy operations of his own.

King Fluffie never mentions publically that he wished to have done some more research into the matter who would be leading this joint venture, which could have resulted in him knowing that there had been better Admiral's available (possibly Ios' own) than the one that lead the mission.

Effects of the previous article
New Tokyo (KoL) now has access to the High-Powered Sensors technology. This technology allows the construction of the High-Powered Sensor Array equipment construct and structure. These arrays are more powerful than advanced sensors, and are capable of covering an entire hex. They are capable of operating within the Eastern Cloud Nebula at a range equivelant to Basic Sensors.

Most of the worlds attending find at least one of these points completely unnacceptable. In particularly, the representative from New Boston angrily declared that it would not have foreign policy enforced on it by a planet on the other side of the Known Galaxy and stormed out of the conference, leaving the planet shortly thereafter via the same Bostonian shuttle that he came down in, returning the to New Bostonian Space Naval Frigate Hooker and from there to his homeplanet. The representative from the Kingdom of Neuilly, New Boston's enemy in the recent war dividing the Northwestern Fringe, but likely only because the New Bostonian representative left.

New London and New Earth both state that they find the condition of common League voting completely unnacceptable, and will not be joining the organisation if it is carried through. Neuilly, New Boston and Altan all express similar opposition to this condition. The representative from New London comments that if members are in a position of being forced to vote in a way that they do not wish to, the committee will not be performing its main task of providing an organisation catering to the needs of fringe worlds.

New Berlin and the Republic of Altan both express discontent at the mention of military alliance; neither has any wish to join one at the present time.

New London also states that it is not willing to be forced to sell its advanced military equipment to the other fringe planets at a discount. The New Londonite representative explains in a non-too tactful way that it is the other planets' own problem if they do not invest sufficiently in research. New London is sceptical of any kind of arms trade agreement because it believes any such agreement would be a one-way deal benefitting the other planets while bringing no advantage to itself.

- The Mercy-class corvette is to begin shuttling foodstuffs and any other needed supplies to the New Berlin system. Ensure that this corvette is heavily escorted at all times.
- Continue to explore and analyze the New Berlin system, both for pontential pirate bases, and potential supply base planets, should a more permenant Freilander presence in this system become necessary.
- Continue looking for where these pirates are coming from, but do not fully engage them just yet. In another six months, two Glory-class Frigates will be ready, which can be used to assist in the attack.
