/ooc Well Lakhim, while I was going to offer you a planet a bit further away from the homeworld, say the Planet 12 (the Huge Ice world) as an openning bid, it seems that our entire arguement was for nothing at the moment, due to the fact that you only have one colony ship built, a ship that is being built this turn (Turn 1), and won't be ready until next turn (Turn 2), due to the one turn building time on all ships. So, for the moment, shall we both just have amnesia and forget that any of this didn't happen until at least Turn 2? ooc/

Well, most of the reason behind that, I think, was the fact that Turn 0 was rather nebulous and basically involved all of the years/turns from your planet's original colonization up to the present (Turn 1). Thus, things like build limits & times were ignored. In any case, we do need to have this discussion anyway.
(This is all, more or less, OOC, although whenever it's appropriate (i.e. your colony ship is ready) I would assume the negotiations become IC, and thus more or less final. )
The plan was for Bakan and myself to divide the entire system up between the two of us, and then colonize from there. We didn't really think about anyone else showing up on our doorstep so early, so we didn't bother to start claiming worlds with the League just yet (plus, there's the whole time limit to colonize once you do claim a planet). However, we did have the colonization plan drawn up before this, and we will be showing it to the League, in the hopes that it will to some degree lessen these kinds of problems in the future.
After taking a closer look at the map, the relative system sizes, and where our two systems are in relation to each other, I can better understand why you decided to colonize in Sestelle. I think it would have been better if you had, however, contacted me IC and informed me about your plans, as opposed to suddenly and unexpectedly showing up and plopping down a colony in my planet's backyard. That really pissed me off, and lead to the mostly knee-jerk reaction that followed. I am willing to negotiate now, however, and concede that neither I nor Bakan can reasonably expect to stop you from colonizing somewhere in the Sestelle system if you really want to, at least not if we want to deal with all the other sh*t that's hitting the fan out here in the Northern Fringe.
So . . . that brings me to the current point: we need to work out an arrangement that will hopefully be beneficial and acceptable to both of us. First, let me begin by saying that you colonizing any of the planets, basically, on the Freiland/Cienelle side of the Freiland asteroid field is out of the question (Planets 1-6). Planet #7 (the Medium Earth) is also out of the question, once again being right next to Freiland, and possibly being used as a staging area for a nasty surprise attack on Freiland at some point (granted, any planet in the system can do this, but there would probably be less time to react from an attack from a nearby planet, as opposed to an out-system one.
I would assume that Planet 13, the Tiny Ice world, is so small and useless that you would not be satisfied with that, either, so that leaves Planets 8, 9, 10, 11, & 12 available for your colony, assuming we can come to an agreement. I would prefer to have the Huge Ocean World for myself, although I suppose it's negotiable.
Therefore, for my opening bid in this negotiation, I propose Planet #12, the Huge Ice World. It's on the outskirts of the system, and thus is the most acceptable planet for me to have someone else colonize. Obviously, it's not the best choice perhaps for you, but it's not entirely worthless, either.
Once upgraded to an IB of 1.0, this is what you can expect to get from it.
Planet 12: Huge Ice World
P Rate: 3,000
RM Rate: 1,500 (5 * 300 * 1.0 = 1500)
That's just about equal to the Huge Swamp world in your own system.
One last thing that I want to mention, is that this attempt at negotiation does not mean Bakan and I are willing to bend over backward (with anyone, for that matter). If you're going to continue colonizing the area, that's fine, but after this one deal, you don't colonize Sestelle anymore. We've got some nice planets, but we want them too, so you can go find your own if you want more. (In other words, if this one colonization starts a flood of colony ships from you, KoL, or anyone else, the gun is coming to come back out and we're going to start shooting. )

/ooc Ok, glad we were able to work this out once I settled down a bit. Sorry about the kneejerk reaction, I was just like "wtf? where did he come from, and why is he suddenly landing on the site for my first colony?" Didn't realize at first you were actually as close as you are. Also, I was starting to get worried that the nearly inevitable conflict between you and KoL would spread into Sestelle. Glad to see you two aren't at each other's throats for once. ooc/
New, or Old, Orders, depending on how you put it
- The 1st Fleet of Freiland is to meet up with the reinforcements provided by Cienelle at a point somewhere near the 5th planet, and from there exit the Sestelle system in order to patrol the Sestelle-New Berlin trade lane, and attempt to protect any/all merchant ships passing through that trade lane from pirates.
- The Frontier Alliance is officially announcing the completion of its charter, which includes the division of worlds within the Sestelle system. The worlds of Freiland and Cienelle are submitting the colonization plans to the League Colonization Authority, stating that while the two worlds are not yet submitting formal claims to each of the worlds in the Sestelle system, they intend to do so in the near future and believe that with a steady, well-thought out colonization plan, will be able to colonize every planet in the system within 5-10 years.
- A representative is to be sent to the newly founded government seat in the Shokoya system. Once there, he is to congratulate the new president on his planet's successful independence. He is also to speak on matters of trade between the two systems of Shokoya & Sestelle, and what could be done to improve the amount of trade going back and forth between each system. In addition, the representative is to caution Shokoya 2's president that it is possible with the withdrawal of the League fleets, pirates might begin to operate far more agressively as they have done in many other Northern Fringe systems. Should this occur, the Shokoya government should feel free to contact the planet of Freiland, or any other member of the growing Frontier Alliance, and ask for assistance. While the Frontier Alliance's primary concern at this moment is freeing New Berlin, it will attempt to send ships to the Shokoya system as well, should the need arise.
- The planet of Freiland also will send a message of congratulations to the planet of Barak in locating a possible pirate clan base. Although the Frontier Alliance's current base of operations does not permit it to send any ships to assist in rooting out the pirates, the Freiland government does wish the Barak government further success against pirates in the region.

People colonising last turn was due to the nature of Turn 0. Stuff you built for Turn 0 counted as built before the start of the game, so people who went for colony ships were able to colonise on that turn. This is a normal turn so stuff takes a turn to build. As such you can't initiate any colonisation untill next turn.

Now, we understand full well that your ships cannot risk leaving you unprotected in your system, what with the unfortunate numbers of pirates at the moment. We can promise a 25% slice of any bounty achieved by the destruction of the pirates, though this of course would be slightly negociable depending on what profits are achieved.

The time has come to deal with the pirate threat. If my negociations are successful, we will have the services of 4 units of marines, and will be able to take over anything we need to in the N-123C system. It must be this way, since we only have one ship capable of moving the marines. I recommend everyone assembles their fleet on the edge of Tau Ceti, until the marines arive, then we can attack as a single coherant unit when they do. 25% of profits would go to each of us, obviously slightly negociable upon completion, but until then, I feel we must continue to prepare.

Having seen nor having heard of any change in the Stygian daily life, King Fluffie publically pleas his fellow King Disrupter to change his rule. The King states he can't begin to imagine how it must be to life on Stygis, with the fear of the more than just ruthless secret police grabbing you any moment and executing you on the spot, maybe to just set an example.
Fluffie goes as far to even offer support, be it helping in the creation of a new government or even lending or donating RM and $ to that cause.

Freiland submits a formal colonization claim to the League Colonization Authority for the eighth planet in the system, the Huge Ocean world. The government of Freiland believes that it can have a colonization ship ready in a year or so, and the ocean planet colonized within a year and a half.
