Frontier government can't support colonies, check the government list on the first page. However, since you are a frontier government, you have the option of evolving it to a more advanced government type instantaneously and with no pain whatsoever. If you do that before the end of the turn, all of those colonies are perfectly legal.

Your options for evolving out of frontier government are...

-Democratic republic (slight $$$ bonus, encumbered government, must maintain A-L Scale 6 or less, high morale in all areas of populace, high morale in military, option of evolving into a wide range of governments)

Mass expansion in Karlak System sparks fears of conflicting claims between Border Worlds (the Galactic News Standard)

Teian Point, Karlak System: Teian Point, a short time ago a barely-inhabited backwater planet with nothing to its name, has in recent years achieved fantastic levels of economic, industrial and population growth that made it the envy of many other young colonies on the fringe. Now, with the tiny planet's economy still on the rise, its administrative council has elected to bring the planet under an integrated state government, bringing another planet into the complex diplomatic dynamic currently at work in the Eastern Border/Fringe area of the galaxy. The council has stated that it will continue its current role of handling the planet's administration issues as an interim body authority untill the planet's first general elections, scheduled for next month, take place, wherupon the elected board of representatives will determine the state's consitution by the next month, to be confirmed as acceptable to the populace by referendum the month after. Several potential presidential candidates are currently vying for supremacy in polls, but by far the strongest at the moment seems to be Planetary Administrator Hewitt, one of the frontier administratiors who pushed forward the government evolution process and championed the case of democracy. Support for Hewitt and his policies is widespread among the Teiani populace.

While Teian Point's transition from frontier-style administration to democratic government was anticipated, however, the interim council's subsequent actions were not. In the same press release that the government restructuring was announced, Planetary Administrator Roderick Lambeth outlined an ambitious colonisation plan that will lead to Teian Point having no less than five established colonies in the Karlak System by July. Some of the planet's economic analysts have expressed doubts at the government's capacility to handle the infrastructural developement of all five of the proposed colonies simultaneously, but for observers looking at the system as a whole rather than just the planets intended for colonisation, there are far more pressing worries. Elysium, the constitutional monarchy under King Crazyboy that has grown increasingly in influence among the Eastern Border systems for some time, has also tabled colonial expansion within the Karlak System, and its rumoured to have already dispatched a colonisation fleet to one of the system's planets, though these reports are uncomfirmed and the supposed target of the effort is unknown. Whether or not Elysium has dispatched a fleet to one of these planets or not is irrelevant; because the very planning of such rapid outward expansion by these two planets within Karlak System means, in the eyes of many interplanetary affairs analysts, that their claims are inevitably going to collide. Although an outright declaration of war by either party is thought to be unlikely, even the scent of diplomatic hostility in the system could be enough to upset the local economy, which could have a knock-on effect on the tenuously recovering League-administered planets in neighbouring Ostsonne System, as well as on financial markets in Reman System, Alpha Centauri System and Northern Hub System - home to the most influential trading planet in the entire Northeastern Quarter. The potential of Karlak System as a firestarter triggering diplomatic and economic instability in the wider local area will assuredly be a cause for thought by local governments for some time to come.

EDIT: I'm guessing that this was actually intended as a colonisation mission. You didn't really make that clear enough. As it is a colonisation mission, you'll get the results next turn.

First Biennial Meeting of the League General Council (Turn 0)
(The League's Biennial Meetings are regular occurences. Two are held each year (hence "biennial"), and are an oppurtunity for member states to raise issues that are not urgent enough to warrant calling an emergency convention of the Council (which is something that would be done, for example, in the event of a gigantic Space Dragon swallowing Sol), and also for member states to review reports provided by various commissions set up to review or manage League handling of specific problems (such as the trial of End War war criminals or the administration of colonies that have not yet attained self-sufficiency). Feel free to raise pretty much any issue you want for any purpose you want, and feel free to try and petition for this issue to be put to vote. If the President of the Council agrees, all the member planets will vote on the issue).

General
President Velasquez feels no need to call for a General Vote to re-allocate Seats at this time, and as such the re-allocation will happen as scheduled at the next Biennial Meeting.

A report from the League Administrative Commission detailing management of Ostsonne and Shokoya Systems reports that work in both is proceding according to schedule, and that both colonies should be "on their own feet" soon.

The League Commission on Space Piracy reports that piracy on the Northern Fringe is out of control and must be contained if humanitarian disaster in small colonies such as New Berlin is to be avoided. New Berlin is used as an example of the effect the piracy is having on the smaller Northern Fringe colonies; not enough food is coming in via the Trade Lanes, and existing food stocks on the planet have nearly been exhausted.

The League War Crimes Commission reports that the trial of Gregor Sokinov is proceding well. He continues to claim that he was acting under orders from Russian Federation High Command, but the evidence overwhelmingly demonstrates that it was he himself who gave the orders resulting in the massacre of European Federation PoWs in New Validivostok System shortly before its desctruction.

No planets have yet brought any issues of their own to the table.

The representative of Ios brings forward the issue of the situation on Stygis in the High Reach system. Explaining the almost despotic/totalitarion rule of the Stygian throne and the ruthless, perhaps even inhuman terror the Stygian secret police spreads among, who the representative calls the brethern of Ios, Stygian population, the Iosi representative pleas the League/the Council to help, liberate and save the Stygian population from their current rule, or at least to allow and/or support Ios to do so.

Any plans to liberate Stygis and its possible new colonies would have to be carefully designed and reviewed, before being put to action, following the precise guidelines of the plan, to minimize, if not totally avoid any civilian and hopefully also cultural and economic losses. The Iosi ground and space forces will help if requested, including the Marines, trained and still training to (amongst other things) take over hot spots on a planet, precise and fast.

He states that the Iosi throne is more than willing to take into its population and ranks their Stygian brothers and sisters, or to just help look after their affairs while they elect a new king or other kind of new, more fair, human and just form of goverment.

Once more, the Iosi representative pleas the President, the Council and the League for their compassion and mercy to free the people of Stygis.

The Representitive of Elyssium brings forward a territorial dispute in the Karlak system to be resolved by the League.

"Teian Point has recently initiated a massive territorial expansion comprising five colonies within Karlak System. The Representative from Elysium does not believe that Tein Point is capable of developing all five of these colonies at once and views the expansion as nothing more than an attempt to hem the Kingdom of Elyssium in and prevent it from expanding itself. As such and in light of the suffering that will be endured by the settlers of these under-developed worlds, the Kingdom of Elysium disputes the claim of Teian Point on Planets 7, 9, and 12. The Kingdom of Elysium would also like to point out that Teian Point also lacks any military forces what so ever, and thus lacks any ability to defend themselves or their colonies, especially ones as far from their homeworld as all their planned ones would be.

The Kingdom of Elysium, also, has sent out its only colonization efforts, to one of the aforementioned planets, planet 7 in the Karlak system. This colony is close to Elysium, and the Kingdom has the ability to defend the planet and itself. The Kingdom would like to issue an official claim for this planet."

Vice Admiral Jean Bisson, the representative that had been sent by Freiland to the Biennial Meeting of the League General Council, waited patiently for the issues brought forward by the representatives from Ios & Sanchean to be decided on. When both of the issues were finished, either by a vote or the veto of the President, Bisson stood up and activated his microphone.

"Excuse me, Mr. President, by the planet of Freiland has a proposal of its own to put forward."
Stopping momentarily to tap a command into his keyboard, the Admiral sent an electronic copy of the proposal to all delegates present, as well as the President. Bisson then continued speaking, delivering the proposal much as he would deliver a briefing to his fleet before battle.

"I am sure that all of us here are well aware of the current pirate threat that is currently plaguing shipping lanes throughout the Northern Fringe. However, many of the delegates here, being from developed Core worlds, may not realize how truly serious this threat is."

Tapping in another command, the Admiral called up a map of the Northern Fringe, centered on the High Reach system, and had the map displayed on the main viewing board (or each delegate's computer screen, however it is done. ). "The High Reach system, which is home to the Iosi delegate who just spoke, has suffered serious piracy attacks over the past few years. All four of the main hyperspace lanes commonly used to enter and exit the High Reach system are currently being pirated, and this piracy has resulted in serious economic setbacks. Normally, as many as three hundred twenty-four merchant ships would pass through the system each year on the way to Ios or Stygis. As for last year, only 68 merchant ships have visited the system due to the pirates. That is a loss of [b]seventy-nine percent[/i] incoming trade. The situation is likely to only get worse as time goes on, and worst-case scenarios indicate that by the end of the decade, High Reach will become another New Berlin."

The Admiral paused for a moment to let his grave news sink in, and then continued with the Freiland proposal.

"Although the Sestelle system has not yet been a victim of such rampant piracy, our leaders fear that it is only a matter of time before the pirate clans spread their influence into the Sestelle system. Our leaders are also horrified at the effects such piracy is having on other, less fortunate systems, such as High Reach and especially New Berlin. To this end, Freiland representatives have been in close communication with the planets of Ios & Cienelle, with the intention of offering them an alliance to jointly seek out and destroy the pirates currently plaguing the Northern Fringe. We believe that these two planets would be the most receptive to our offer of an alliance against the pirates, and so far both planets have proven to be most receptive to our ideas. However, Freiland feels at this time that even with a close alliance between the three planets of Freiland, Cienelle, & Ios, our combined forces will not be enough to significantly conduct anti-piracy operations at this time. Therefore, the planet of Freiland formerly requests League assistance against the piracy threat: either in the form of a League Task Force joinning with the Frontier Alliance fleet to help patrol the hyperspace lanes, or in the form of resources and funds to allow us to quickly develop a fleet that can make a dent in the Northern Fringe pirates. Naturally, the planet of Freiland does not presume to know the exact capabilities of the League, and therefore will leave the exact composition of any League Task Force, or amount of funds up to the General Council's discretion. However, I would like to add that any amount of funds would help this Alliance effort, and that if the Alliance fails to stop the piracy outbreak, the League will eventually be forced to expend astronomical amounts of resources to stop the pirates if they are allowed to continue in current fashion. That is the planet of Freiland's proposal."

This speech concluded, Vice Admiral Bisson sat back down, and awaited the League's response to the Frontier Alliance's plea for help.

"I wish to bring up infront of the house the past actions of New Sparta, who have frequently blocked our efforts at colonisation, saying that we cannot support them under our current government. They cite measures that we use merely to prevent civil war, which would not be necessary if we could improve the living conditions of our empire by colonising one of the other planets, and transporting our population there, leaving enough on Sulphos only to utilise its natural resources. We have not brought this up before due to a slight resource problem, making us nearly incapable of colonisation anyway. The problem occured due to the waste of money on previos attempts. We are getting to the point where we do not see any purpose in exploration any more, however with the low food production capacity of our planet that could be disasterous in the future. All i ask is this, to stop New Sparta from restricting our freedoms, and allow us the right to improve the standard of living for the people on our planet, which many, even before our reputation for what some would call evil acts arose, called the Hell World, a world which no supreme power, nor any from of fate or destiny, ever meant for human habitation, a world where dispite already cramped conditions our population is beginning to climb rapidly, and with little terraformable land availiable, we are running out of room.
We wish to colonise the jungle world that lies next to us in the system, we are not aware of any official names for it currently, but we propose Freedom, as in time, once the colony is established, we may be able to finally give that to our people, who have suffered the cramped conditions of Sulphos for long enough."

Vice President Incom Morgan of Cienelle nodded through Vice Admiral Jean Bisson's speech about the rampant piracy issues. A problem in their sector of space with space pirates was a serious issue, that that seemed to be lost on those from the inner worlds. Seeing the Vice Admiral sit back down, Incom Morgan stood up, taking a second to nod at the Vice Admiral.

"Represenatives, I speak on behalf of President Bakan of Cienelle. Our closed-communications with our sister planet Freiland have been productive, and a formal alliance is in the final stages of being finalized. We to second our sister-planet's plea for assistance in some way to the pirate solution, either by a League fleet or resources to help us build up our infrastructures. If we fall to the pirates, this situation will spiral out of control, so that eventually it WILL affact the inner systems unless we are able to contain and neutralize it."

"In addition, we also share concerns about the rampant colonization that some planets have started. This casual disregard for human life should not be tolerated. A formal limit should be placed that until a planet has reached a specific level of infrastructure set up, they should be prevented from forming colonies. These colonies are prime targets for pirates and other situations."

"This would not be so much of a issue IF we did not have the pirate problem at this time. If we lived in a ideal universe, we could expand to our hearts content. But we do not live in a ideal universe. Thus returning to my original topic, we ask the League for support in either ships or resources to resolve the pirate problem. Thank you."

The represenative of Nova Centauria, Varis Alexie called for the stand.

"Members of the league, as we have all heard this day about the current pirating problem, it is out of controll. The best way to deal with this would be a joint task force being dispatched to the trouble system, but the honorable leader of Nova Centauria, Wo2, has told me of our budding millitary status. At this point in time, we would not have enough firepower to offer to any task force while also being able to protect our own assest. We can, however, help with this problem, we have abundant food stocks on our world and we offer to send it to the fringe worlds in need of the food, and for the time being we will do it as a humanitarian effort, but we shall require that the shipments of our kelp and other sea harvest be escorted by the league to where they are needed.

Another point was brought up in this metting, on the situtation regarding the massive colonization effort underway by a frontier world. Yes they have changed they're goverment to one better suited to the task at hand, but that is still a fresh goverment and I feel they may have acted too soon, yet at the same time I believe that if the leaders of the world in question keep level heads about them, they can succed in the venture at hand.

*As the various representives of the member planets stood before the senate to spend as much time as possible blowing wind up their own asses, the representive of the tiny planet of Teian Point sat back listening attentively, jotting down notes on the first page of his pre-prepared speech accordingly. Sitting on his desk sat a copy of resolution 4902 as well as some rather dubious diplomatic communications from Elyssium. It was outrageous how far some planets would go just for a miniscule gain in league standings but such was the way of interstellar politics and in the short time the representive had spent in his present position he had fast become used to it.

When all other planets had finished, our representive stood forth to hopefully clear the league's eyes of the mud that had just been flinged...*

First Biennial Meeting of the League General Council (Turn 0)

"Honourable members of the League, representives, colleagues. I have sat quietly before you all today listening as you throw the good name of Teian Point back and forth like a dirty political football. Don't think just because we inhabit a tiny rock world that we care not for the well being of our citizens and the citizens of other worlds nor make the mistake that we will sit back quietly while representives of planets such Sanchean, Cienelle and Elyssium publically proclaim such absurd accusations. I am myself, personnally appalled by what I have heard today, especially from the representive of Elyssium! Under-developed? Teian point is far more developed than Elyssium and we don't have a military you say? *chuckles* Well I'm sorry, I didn't think we would need one in this sector... why do we need one Elyssium? You planning on invading? Would your planet attack a peaceful operation representive? I would've expected better from one of our neighbours... IF it wasn't for these here documents..."

*The representive for Teian Point picks up the diplomatic documents and waves them angrily in front of him.*

"In my hand, mr speaker, is a secret comm message sent to the leader of our world upon his election. It reads *ahem* and I quote:

'I stay my side of the asteroid belt, and can have those planets, you stay yourside and have those planets. And lets form a Mutal Defence Pact and a Non Aggression Treaty. etc.'

In layman terms mr speaker that's 9 resource rich, uninhabited worlds for Elyssium, 2 barren wastelands for Teian Point and if you don't accept prepare to be annexed.

*The Teian rep paused for a few moments to let the veiled meaning of the message sink in.*

"And they accuse US of trying to hem them in..."

*The rep now turns back to desk exchanging the comm messages for a copy of resolution 4902.*

"Now... as for this... *Looks at the document in disgust* I must admit that there is indeed a problem with piracy these days... out on the northern fringe that is, and indeed something must be done to help poor colonies such as new berlin. *Starts flipping through the report and becomes amused.* And yet, instead of recommending something rational like more security or more funds for defence or even harsher penalties for pirates this resolution turns it's blame on the already imbattled citizens of the league. Is it the fault of the colonists that a pirate decides to destroy there home? Is it the fault of the homeworld? This report seems to think so... do you think you would be at fault if a burglar broke down YOUR front door and damaged YOUR things fellow representives of the league?

Would you leave behind your home and everything in it for the criminals because crime is high?

NO. Of course you wouldn't and yet this is exactly what resolution 4902 wants us to do. *Throws the resolution down on his desk resulting in a hearty whack!* This resolution is a load of tripe written by a few government of officials for the sole purpose of gaining political points in the league and nothing more. Policing it would not only drain valuble resources that could be put to better use into more effective programs such as the proposed league taskforce but it would also prevent fresh resources from being developed at all, providing more unclaimed worlds for the pirates to feed off of. Please. I implore you all to see beyond the political gameplay and realise just how ridiculous resolution 4902 is. So if for some strange reason it manages to miss the trash pile where it belongs and comes to vote say no to this pirate-supporting list of restricting laws and draconian regulations."

*The rep now picks up his pre-prepared speech.*

"And now for issues dealing with our colonisation efforts. I can understand why some might be nervous about our plan, indeed it is an ambitious one. However, do not be fooled by the political mud slinging - this is a well thought of colonisation effort one that has been draw up by some of our finest pioneers in the fields of exploration and colonisation. Utilising a number of worlds and transport ships these colonies will co-exist with one another and hence provide additional support where needed. Resource rich worlds will provide the needed materials for construction in the other colonies in exchange for the excess food and water to be found on these less mineable worlds. Together within a few years we will have a number of peaceful, self sufficient colonies that will be so successful they themselves will help improve the living conditions of Teian Point itself. Of course, in light of the noticable hostility being shown by Elyssium we will regretably have to put some of this into weapons of war in case of an unwarranted attack.

Now I could just do the standard thing right now a go on about how we need the league for blah blah blah or yadda yadda yadda but you know what, I am SO confident about our efforts I will do no such thing. In any case with the issue of pirates abroad on the northern fringe it would be better for the league to send most of it's available resources there. Who knows, if the more machievellian members of the senate decide to leave us be Teian Point would be able to sent a sizable effort to help the league."

*Takes a mouthful of water.*

"Now speaking of machievellian members... I believe Elyssium has expressed concerns about our efforts and has even demanded that we hinder this venture for humanity. Now I don't know if anyone else was confused by their claims to have plans for Karlak VII I mean after all, everyone knows about our plans right? Why would any league member planet want to keep peaceful operations such as colonisation secret? We certainly didn't know what they were up to... perhaps it's not a peaceful operation? I any case we cannot be held responsible for being in the way if the leaders of Elyssium forges to read the morning paper before making top secret military plans."

*Waits for the sounds of laughter to die down *

"In any case I'm sorry Elyssium but we got there first. If you want the other six worlds in Karlak then fine. Have them. But please spare the innocent colonies we have sent forth, do not harm them just because we have disturbed your secret plans for military conquest.

*Pauses again to take in the atmosphere. Politics might stink but sometimes the smell was sweet to take in.*

"And that is all honourable members of the league. I end now in the hope that I have cleared away some of the mud so you can see the light."

As a point of reference Hewitt, Crazy's colonisation effort left a month before yours (because he ordered it to leave an RL day before you ordered your own to leave). As such his colony ships would have beaten you there anyway. Other than that though, a fine speech

The Representative from Sanchean rises angrely.

"The Representative from Tien Point says "Would you leave behind your home and everything in it for the criminals because crime is high?" and yet that is EXACTLY what they are doing by refusing to protect their colonies. They have left Tien Point wide open to assault from pirates, and the outer colonies founded by Tien Point are open to annihilation by pirate and rogue forces, and this shows a complete disregard for the welfare of those colonists. We do not take anything from the people of this league by asking that 4902 is passed, we merely are trying to protect the people of this league from a blatant resource grab by a government that does not care for its people at all."

"The Representative says that the colonies will help bring prosperity to Tien Point. Fine. Why five? Wouldn't it be more prudent to establish one colony of 5,000 people and allow it to grow to prosperity and then found another one, after both the colony and the mother planet are able to defend themselves from rogue attacks?" He picks up a large sheet of papers. "In my hand is my government’s estimate of the production of their shipyards and of their defensive capability. It is pathetic to say the least. A single wing of fighters could bombard a colony and they would be helpless, unable to fight back and forced to call upon the league for help. Why? So that Tien Point can get a temporary advantage at the expense of everyone else in the damn league. Is that right? Is the league supposed to act as a body guard for this irresponsible resource grab that Tien Point is attempting to do?"

"Once again, I reiterate, 4902 is just a resolution for the safety and well being of the league as a whole, and if Tien Point has a problem with safety and security, well, I suggest that they re-think their priorities."
