I dont think it would have to be a set in stone rule, just perhaps more of a guideline for fleet balancing. A few subtle subtle changes is all u really need to keep the game balanced, interesting, fun and tactical, round after round.
Imo, in an attempt to make something new and interesting, by making the stats more complex, the baby is inevitably thrown out with the bathwater. By having a set of stat "guidelines," it at least gives stat makers a general direction with which to aim stats.
