What tool does this?
Apparently ethereal can't because it's a limitation from Windows, but it should be possible.

I don't know, i've tried to do something similiar before and failed.
I know it's not quite the same, but even the windows port of NMap, complete with it's own driver, can't interrogate the loopback interface or the any other IP assigned to the machine it's installed on.
It must be a windows thing.
