This is an excellent idea - how best to hardcode it into the game is tricky though.
How about a simple page for HCs to choose from, where they select an option next to all other alliances.
The options could be:
WAR: Only one alliance needs to decide they are at war with the other for it to become active. There is no "confirm you are at war!" option. Alliance member's ships attack at 10% damage when attacking. When defending, ships behave in the normal way. This applies to both alliances.
NAP: Both alliances need to confirm they are NAPed with each other. One proposes it, and the other have to confirm the NAP. Alliance members cannot attack NAPed planets.
ALLIED: Both alliances need to confirm they are allied with each other. One proposes it, and the other has to confirm the alliance. Alliance members cannot attack allied planets. HC also can share resources such as scans, and organise attacks in the Alliance area together. Ships also get a -1 ETA to defend each other, as they would if they were in the same alliance.
NEUTRAL: The same as now. Ships work as normal.
Advantages:
- Encourages war between alliances by giving a bonus when attacking.
- Allows alliances to become more official when dealing with politics
- Prevents "renegade" members from hitting NAPed planets, with all the ensuing arguments about egos.
Disadvantages:
- The "Allied" status is open to abuse, especially with the -1 ETA
- Is 10% that big a deal?
Possible changes:
- Add more options to hinder/improve politics, in addition to the 10% damage rule (perhaps an ETA advantage, or similar).
