i wont read this whole thread, but no, it cant take off. The airflow around the wings make a plane fly, not the engine. If the plane doesnt move forward because of the treadmill, there is no airflow, so the plane cant take off. It really doesnt matter how fast the tires are moving.
If you somehow manage to move the air around the plane (say, by moving the entire treadmill with the plane on it forward fast enough, but that would be pretty stupid ) then it would take off.
