Chelsea Fined For Breaking the Rules

Chelsea performed a drug test on Adrian Mutu to prove that he had taken illegal substances.
He had and was subsequently fired.
Chsela have been fined £40,000 for this. Whilst they did technically break the rules should this rule exist in the first place?
What's wrong with allowing clubs to perform their own tests? Especially if the FA perform their own tests to confirm positive results.
