If i am untrusted and can't see others outgoing fleets, should it not be fair for them to not see my own outgoing fleets? It should go both ways.

Actually, it would just make that aspect of the game even more boring than it already is. People fakenicking (even more than already) and situations in which everyone setting everyone else to untrusted will be common, and will take another bit of the community away. This is a bad idea.

What the hell, is this a new feature in the game? If it really is, that explains then why I haven't seen any outgoing fleets! Duh, it's all starting to make sense now.
