Updated 5th-Element Tools

As every round, the 5th-Element Bcalc (also known as the VisioN bcalc) has been updated to the r17 stats.
(This happened last week allready, but the forum was down at the time, and I just remembered I still needed to post this )

5th-Element bcalc I say, cause I'd like people to switch over to the 'new' address, and stop using the visionhq one...
For one, as most people know, VisioN doesn't exist anymore (but all techies went to 5th), but the main reason is that we can better guarantee the workings of the 5th-element address.

The parser should get updated soon as well (poke Wandows ), but I suspect it should still work. Any changes should get updated as soon as we notice them
