If we take out the odd character, we have an F since that is a capital. Fortunately, there are not many capitals with an F, namely three. The rest of the word, "ixed" leaves us with a clue, though, as the i is the Roman numeral for one, whereas the rest of the word is "xed" or "x-ed", meaning marked or crossed. So we are looking for specifically the first capital with an F, which is Fagatogo of American Samoa.

Now, a togo, or a toko, is Japanese for a house, or a communal place. What sniborp is trying to say, is that GD is a specifically marked fag-a-togo (or fag-a-toko), or a place full of fags. I suggest we keep an eye on his future posts to determine exactly what it is GD has been marked for.
