No, i just think it's worded as such that should 1up or others not be able to win on talent alone and are lagging behind/suffering, this agreement will go out the window, and not be anything to do with planet playing ability at all and more about blocking, rendering the whole thing pointless in the first place. And considering what happend during former rounds, I dont believe, ANYTHING will change.
Players interfere in things which are nothing for them. PA is a whorehouse and since the crew-members are in need of helpers, there will always be active players in positions with too much influence...

That is the reason why I am not playing anymore. Boring rounds due to blocking are infact a problem which is not too easy to solve. You would just need a larger playerbase... Something planetarion will never get again.
