Is Violence amusing?
I was reading a book on murders. And I realized that I could name more serial killers than presidents. people say violence is bad, but it seems that when they have never experienced or are not part of it, they are thrilled and curious about it.

Depends what kind of violence and what context it is applied in.
For example if you were to beat and rape my sister that would be bad violence where as if you were to beat and rape nodrog (preferably whilst quote philosophy of the week) that would be good violence.

Secondly, does this apply to all world leaders, or just those whose title is "President"? And do people like Blair (occasional President of the EU) count?

I'm sure there have been many more serial killers than presidents also, so it's pretty likely that you'd be able to name more.

I severely doubt it. There have been 43 presidents of the united states alone, and many many nations around the world are governed by a president.
Serial killing, on the other hand, is a very modern crime, and, despite the impact it has had, there have actually been very few proper "serial killers", they being ones with multiple killings linked in style or form. For example, Jack the Ripper was a serial killer, because his killings all had distinctive signs.
