[Declined] Network Charting

Instead of this option lowering the targets ability to perform cov ops then why not make it lower the targets defense against further cov ops?

Because then all you would have to do is just use network charting and you could just covert one person forever until they built enough security centers and set full engineering

indeed, its a bad idea
