without provocation the man was no threat to anyone but himself on the roof (being a threat to himself by way of standing on a slanted roof, y'ken.) as such, the police were trying to make him come down and be arrested rather than jumping and essentially chalking up another preventable death to the police. That's how I read it. And if that's the correct reading, it's absolutely the right approach to the situation. Anything else is fascist lunacy.
