cov opers = support planets ?

Now in PA there are professional cov opers, cath, very low score... they can destroy 1 amp + 1 dist every 2 ticks even on planets with 120 alert level... (do the math they can wipe your entire amps/dist easy)
I think the cov ops were fine when they were used by normal players, but they are overpowered when in the hands of these planets used by some alliances to destroy enemies.
I have nothing against planets choosing to go the cov op way and steal ressources here and there coz it is to their own advantage, but killing all amp and dist at a planet brings them nothing, it falls imho within the support planet rules.

Anything planned to lower the power of some cov ops in the future ?
