Scanner Packs
I have thought about it some days now and I think the current situation for PA Newcomers is just really bad.
Consider yourself a new player to pa...
Your Actions:
-signup
-doing research/cons
-buying ships
-launching first attacks
Now keep in mind that it takes a while for players to get an alliance etc. due recruitment interviews etc. you all know that. Many players dont even want an alliance and this should be considered:
case scenario:
the new signed up ter got his ships ready for first attacks and launched for the night. The next day he tries to check for attacks (most of them dont even have a clue how to scan/calc etc.) and find his fleets both got destroyed by defending fleets. First Reaction: "What a sucky game.."
If you want more players - make it noob friendly and introduce buyable scanner packs for example and announce it for players to get their first attacks scanned somehow. It takes ages to research scans while doing other more important researches. I think people will be grateful for that and you can expect fresh blood in pa.
Its only a single suggestion, lots can be improved but I personally think its a start.

well in some way this would make the game to easy at start eg all top planets can see if they will land or not meaning ziks will not get steals like they used to in the first 500 ticks
so you would have to make it some how for new players only dunno how that would work

You could introduce it with a form of marketing, where scan planets can offer scans on the market for other players to buy (either in packages or single scans) but then for a considerable higher price than normal scans would cost, although this does mean scans would have to be exchangable units/numbers again. That way scans wont become available untill scan planets/other players actually have access to them.

Could be a good idea - give every new planet (including those at the beginning of a round) one of each scan. It's likely they would be used on the first attack, so there wouldn't be too much unbalancing caused by it. Scanners would still be relevant since there's only one of each scan.

Problem is that at the moment you can't actually "have" a stockpile of scans.

You're right. Instead, I'd name them prototype researches good for one scan only. Of course, a planet would need to build a Wave Amplifier to use the scans - not particularly difficult when planets have 72 hours of protection to do so.
Sorry guys but I just think this is a better solution to the problem outlined - if you want to bring in scan trading, just say so. Your alternative seems to eliminate researching scans, which then makes me wonder if you're actually just trying to take them out of the tech tree. I'm not sure - Antigone, can you clarify?

Isnt that a wealth transfer from the poorest in the game (new players, small players, semi-actives), to the top ranking alliances and their scanners (wealthiest, most active) ?

I wouldnt say remove the scantree completely. How about 5 of each Scan in the start coupled with 10 Quests where you get some extra roids/ressources when joining an alliance at Quest (4) for example, I think this could be great to get new players into the community.

Good Ideas above
How about
1)In Research you can research a pack of EG:10 scans takes 72 ticks to do this. This way the pros of the game will think twice of using this in the begining.
or
2)You could set a new thing in Population. EG 50% of pop get you units 60% News etc and increase the time to reset to 72 ticks

Why do we need to separate alliance players and solo players? What benefit is there of denying this to players in a tag?

I like the idea of helping new players who haven't found an alliance. I don't see why this help should be available to alliances, they have scanners.

Pamail > drop down box > mail to Transcendancy
Lots of ppl either dont know about IRC or can't use it for whatever reason. An in game mail system accessible by all planets to mail the whole of Transcendancy (I presume we're still around for rd23, haven't really been on IRC since downtime to find out).
This feature could be highlighted in the overview message from the admins, and also explained in the automated mail message on signup.
Members of the Transcendancy alliance could also have the option of excluding themselves out of mails to Transcendancy from an external source (non Transcendancy tagged planets) if they so chose.

maybe even an open market where you can buy your scan for resources,
but do it like 1st scan free, and then just like exiling make it more expensive if you want more scans.. the first 5 are kinda cheap but then its gets expensive.
