1) EMP ships shoot X times..
theoreticly every shot can stun a ship
The only thing that keeps the EMPing from happening is EMP resistance, armor is irrelevant
so if 100 guns.. shoot X ships with 80 emp resistance each..
then an average of 20 ships get frozen
2) Stealing is exactly like killing
If a ship gets stolen, its removed out of combat
so if you steal it at init 1.. the stolen ship will not be able to do anything
