Both.

a is only possible when people are attacking/spying on each other. b can be used more widely (for instance to influence growth).

a has my preference. It allows people with low scores to play a role in the great conflicts and forces the larger players/alliances to team up with smaller players. b can use a squared ratio or something to increase its effect, but it will also lead to heavier clashes among the smaller players.
