Search for GTA
Click buy
Enter a few details
In 3-7 days your cd crack will arrive.
Place the CD Crack into your cd drive
Load the game
Your game will now run

I'd argue with that. If you just want to pirate the game there are multitudinous ways of doing it that don't involve a crack (especially, as mentioned above, the main release includes one, so it's not that), so stopping discussion isn't going to be morally useful there, whilst cracks are extremely useful in some cases where you've bought the game.
eg1. You don't want to have to dig out the CD every time you play.
Lazy, but perfectly morally valid.
eg2. The game doesn't work because of it's copy protection.
This happened to me with, most recently, Doom III. I installed it, had the disk in the drive, and it told me to insert the disk (I only have one CD drive, and I did this with all my virtual drives off, just in case that was the reason). If I hadn't found a crack, I wouldn't have been able to play - although it's arguable that this is a good thing, because the anticipation was infinitely better than the realisation.
In the argument between IP Theft vs Copy Protection, the latter really shouldn't be supported because of the existance of things like Starforce, which can install off demo's (let alone the full game) and stop all your CD Writing software from working (for example). Oh, and it's not removed when you uninstall the game.

As he wouldn't need a crack if he had downloaded a copy (which is a fair assumption to make, given that no group would put out a ripped game if it was impossible to play it afterwards) I think it's a not unreasonable assumption that he's telling the truth.

I would hardly say I'm moding GD. Part of my role as super mod is to keep an eye on all forums and handle some of the simple stuff that pops up on them which that clearly fell under

What rule did that one fall under, except clause 1?

It could very well fall under "Clause 9 : Links to unsuitable material". Not only is it pointing to a site that allows you to find cracks and serial codes for software thus is unsuitable for these forums, well atleast from the games admin pov as it potentially makes them an aid to piracy but also the sites that the search engine points to are littered with ads for porn sites and which could be deemed as being unsuitable
