Overview access levels
Apologies if something like this already exists, but if it does then I'm not aware of it.
Simple suggestion: building on the 'Wanted/Not Wanted' settings on the Politics page, add a third level 'Approved'.
'Approved' galaxy members will be able to see an 'Approved Overview', with sensitive information such as alliance contact details, real IRC nicks (if fake-nicking) and maybe phone numbers.
When a new player exiles in, they get the status of 'Wanted' until set otherwise, but they will not be able to see the Approved Overview; as such, it will be impossible to simply exile around the universe collecting details from people's overview screens.
This will hopefully increase the levels of trust shown towards exiled players, and will add an extra incentive for players to get on IRC and make themselves known.
Unapproved players should have a big, bold message on their overview telling them that they are not yet approved by their galaxy, and suggesting various steps they could take (#1: Get on IRC) to rectify this.
Approved status could also be used to grant access to the galaxy fund and possibly visibility of outgoing (and incoming defence?) fleets on galaxy status.

Probably incorporate those access-levels to the galaxy forums?
This could also sort the issue of free planets not seeing outgoing galaxy status. This restriction was brought in to limit the damage a freebie spy account could do, but with access levels there is no more need for such a restriction and would increase the quality of a freebie account.

That sounds fair to me, great point Kila (did I really just write that? )
Allow free planets full access to the galaxy forum (this is vital for them to get to know their galmates and find out about IRC), but make the MoC able to tag certain threads only viewable by approved planets (e.g. contact details threads).

just gotta watch the balance at which this line between wanted and approved is set.
How much would it take for a person exciling in, to fake nick it onto IRC, spend a day there spurting the right words about activity and how their previouse gal sucked, the GC sets them to Approved, and there u go, all they need and off they go,..
You still need to be able to work well within the galaxy, so that this approved status could perhaps take a WEEK before it's given and the imformation given out.
(it'd also give new people playing the game 2 small steps instead of 1 big step to take,.. i.e,.. keeping their planet active and usefull = wanted,.. then its a smaller step to get onto IRC and be more productionve to get to Approved)

That's for individual GCs to decide. The suggestion is merely about giving them the option to do so. Some people will probably get it wrong, but so what?
The information about galaxy contact details, IRC nicks etc. belongs to the galaxy. They should be able to decide who sees it and when. If a week is the right length of time, then the GC should decide that (and the manual should probably make this point to GCs).

The GC is the elected representative of the galaxy as a whole. If the GC decides that your alliance can't be trusted (maybe the galaxy contains several members of an alliance that your alliance is at war with) then it's up to you to convince him/her otherwise. Sometimes GCs will be entirely right to restrict the access of members of alliances which might abuse the information displayed on the overview.
