It's to provide something else to vary the scores. As it stands, if I predict 2-0 and you predict 5-0, and the score finishes 2-1 after a late, late fluke, we're not seperated by the system even though my prediction was more accurate. It means there are potentially more points to be gained in more ways, and thus theoretically more wins (although not in this case).

it's been the rule since the start of the league before this one, so I'm surprised you've never noticed before.

awarded for correct home goals in a home win prediction
correct away goals in an away win prediction
any other draw in a draw prediction
This league we added correct goal difference for A too
(conditional on already being generally right.)
