Heh. I'm guessing that's made up though; I don't think there should be anywhere near that much variation.

Have you ever seen a hillbilly speak?!
There's variation between the UK areas when they do Test the nation, and the UK people are much similar to each other than Americans - just due to the nature of the size of the UK, we all live quite close to each other etc.

I was thinking of Test the Nation too and there's only ever a difference of one or two points between top and bottom. Even over a larger area like the US I can't see that the diference would be that great.
Anyway, I thought IQ wasn't affected by education, so it should be roughly the same everywhere.

Don't be silly, of course IQ is affected by education.

only up to a point. i'd say that IQ is a fairly effective measure of intelligence for reasonably highly intelligent people*, and pretty useless for people of average/below average intelligence where the failings of education may be attributable to a notably poor performance.
What I'm trying to say is that essentially there's a glass ceiling for the influence of education on IQ result, but that would be far too easy to understand for me to phrase it as such to begin with.
*for the definition of intelligence given by the IQ Test
