Races salvage bonus

If I understand the logic for the +40% Cath salvage bonus, why +20% for the Terrans ?
Shouldn't that bonus go to the Etd which are very similar to Cath (only 1 emp ship less) ?

I think Terrans got a salvage bonus because their weapon power was quite less than other races. Thus, they would kill less enemy fleet, but having a +20% on the salvage meant that they would recover a comparable amount of salvage (so they arent penalised for having weaker guns).

Plus ETD had a whole raft of other highly sigificant bonuses (like 5% universal trading) and so on that meant that giving them a salvage bonus would be waaay over the top. Especially when they were wintraides.
