It's Resident of Alcatraz. Former UK Alliance and another small alliance merged together between round 15 and 16. They had a recruitment thread but that one seems to have disappeared.

Whoever they are, gl in r16. The same with Elysium, regardless if you like them or what you think about them, new/old players and new/old alliances (re)joining PA is eventually in the best interest of the game.
