Its difficult because when sitting down and watching a match, you get up every 5 minutes, due to the action. Not only this but most people who watch football are grown men, who are tall, not in shape etc, its quite difficult sitting down in those conditions.
The only way is to have a standing area and a sitting area then all parties are happy, as you said our gvmnts shit so i doubt this will happen, although with enough lobbying etc who knows...
