in r13 much of the universe was directly invovled in the war, where this round it's been mainly 2 alliances (not sure about newly formed naps etc). basically most of the universe can't critise nd at the moment because they're doing the same thing.
also nd will have to keep doing it the rest of the round to be exactly the same.
