If someone limited what the papers could print in the UK to things that are ethical and aren't trivial, the tabloids would go bankrupt in days. The Daily Mail wouldn't be able to print "legal battle over hedge between neighbours", the Sun would loose all it's gossip on celebrities sleeping with/cheating on/dumping other celebrities, and the Sunday Sport issues would suddenly become very expensive and collected by old, single men after they find they can't print anything.
