Not entirely sure about every suggestion, but the general idea of giving alliances more publicity is certainly needed.

The alliance recruitment forum is simply not enough, ingame recruitment tools barely exist. Alliances bring people together, they should be given decent ways of recruiting and handling their players. Go through everything an alliance needs to be run efficiently and give them all the tools they need.
