However for what it's worth there's always been a bunch of misfires and unnoticed players too.

He's Brazilian. He lived there.
A lot of the scouting that comes down to "lesser" players is done by what are essentially volunteers. There's different mediums that pick up people of reasonable expertise to contribute to scouting of players.
