I won't be doing anything less than multiples of 24 hours as it includes more than just Rest of World - unless Europe are happy doing midnight until 14:00 GMT?
I was thinking you could have qualifying as being c2 is europe and c3 is rest of world, they can't hit each other, and then the top 5 galaxies from each cluster go through to the final the week after, where the separate clusters are the same, but now the clusters can hit each other. There will be cluster defence ETAs so that europe and rest of world can help each other.
As I'm sure most people are aware by now, we can't go "back" to old pre round 14 code. We can change to 2 races of War and Science, and change (or disable) covert ops and governments.
We should also be able to set up galaxies as alliances, so that galaxies can use their alliance tools.
I would suggest that we use two weekends, something like 12:00 GMT until 12:00 GMT (though happy to consider 18:00 GMT till 18:00 GMT or similar) from Saturday until Sunday.
