Suggestion 1 Comment:
I view cov ops as an opportunity for the smaller fries to be able to fight bigger fish, so think that the first suggestion closes off that route and limits some gameplay.

Suggestion 2 Comment:
Good suggestion and concept to incentivize cov op play. May be something to consider.
- Not sure what would be a 'meaningful' target though....maybe someone who has a lot of security guards? Since that's what people can scan and see that often determines why or why not they will cov op?
- Incentivizing going for different targets versus the same one over and over may help with the concern you had in suggestion 1 and prevent harassment/bashing/farms too.
