What it says below seems not true (Thank God) read down for A2's reply
To get things clear:
1) To help all randoms, they get placed in the first biggest gal with an open spot.
2) The big gal, who already was lucky with his active randoms, gets even more active randoms
3) If the biggest gal, deletes his 5 randoms, and coordinate's that, known players exile at the same moment, they can create a 10 ppl private galaxy?

One nice thing.. We can also fill up big gals, by exiling our noobs
