If it was the official forums channel then all the mods would be there actively, no doubt opped or at least voiced (to make them visible) giving assistance anyone that walks in with a question or problem regarding the forums.
Since #forums is flagged as an unofficial home for users of the forums it would seem more logical to put the "regulars" in charge of it's opping.

It was always a place where people could go and find a forum mod/admin if they wanted to have a quick chat over IRC rather than sending a PM on the forums. This is especially useful for things that you want answering immediately and aren't bothered which mod helps you out. It's an unofficial channel so that the mods can avoid the stupid shit you have to adopt when you become an official PA channel.
