Yes. Most people hate hitting low valued planets with 600-1000 roids.
If you actually look at ND intel, they have pretty good roids throughout their entire member base, and with all those naps, why wouldn't they, they get almost no "real" incoming. Don't be fooled into thinking only their top planets have roids. They have 90000+ roids. Thats an average over 900 each. From our intel, they only have 5 planets in their top 80 under 450 roids.
I suggest tag ratings count everyone in the tag. Maybe that would solve this problem.
