changing the age of legal smoking

Not the most widely publised change as yet, but i'm sure the spam will appear eventually, i really hope so, because almost no-one knows about it apart from retailers.
looking forward to ID'ing teenagers who already smoke and are going through nicotine withdrawl and getting abused by em when they have no proof !
