I understand that fortress galaxies are a tactic and as such should not be removed by putting a lot of restrictions on exile into the gal, late sign up or exiling out by force. I'm wondering why we don't go back to private galaxies (understandably smaller because it allows all members to be in the same alliance).
First you pick EVERYONE you want in your galaxy from day 1
Second no worries about n00bs or going through exiling after a wait period
Third you are guaranteed of the mix of race in the galaxy
Fourth - PA could charge (like it used to do) for the right to have one
We did it that way at first and it's one that couldn't be abused
Somehow I imagine someone will come up with a way to abuse it.
