Netiquette generally indicates that a new user first check out the general goings on of a community and then decides to join in (or not, in case (s)he does not like it), not come in with guns blazing, then complain about rules not being visible enough or about not being met with the most kindest of welcomes.
It's also not if there isn't a big "Forum Rules" Announcement either
