And this is the issue with your idea, its not helping strength the galaxy system because what its doing is breaking down the fundamental basis of a successful galaxy. Your creating a system of mistrust where if your not well known, are in a rival alliance of your GC, are unpaid and such like your going to be treated as a problem from the off until they prove themselves worthy. Something that the negative environment doesn't promote as why should you help your galaxy who doesn't trust when you could be helping your alliance who is showing trust in you.
