It is used a lot here in the US, but I think most people implicitly accept the idea that 'support the troops' <> 'support the war.' It is probably a backlash to the Vietnam war era, when many people considered that 'support the troops' = 'support the war' (which, ironically, made even less sense then with the majority of combat infantrymen being conscripts).

Overall, it has been a remarkable transformation.
