No, he didn't. If you watched the replay, you can clearly see Boulahrouz's arm somewhere in front of Figo's chest, as Figo suddenly grabs his face and throws himself to the ground.

Also, small point of interest - the refusal to return the ball to the Portuguese was well after the events you described. Figo's headbutt was not a result of Heitinga not giving the ball back, it was one of the causes for it.
