You're not making sense. If every round, so many people jump to better alliances, then sooner or later these alliances will be full. The only way this trend you're suggesting can persist is if the better alliances lose and gain members at an equal rate. If that's the case, then top alliances lose as many members every round as the other alliances, something I mentioned earlier in this topic.
